Russia Unveils 2023-2026 Plan to Strengthen Africa Ties

Russia has outlined a comprehensive plan to strengthen ties with Africa, with a focus on security, trade, investment, and more. The Russia-Africa Partnership Forum Action Plan for 2023-2026 sets a deadline of 2026. This comes as Russia creates a new department within its Foreign Ministry to boost relations with the continent.

The third Russia-Africa Summit is scheduled for 2026 in an African capital city. Russia is eager to reset its relationship with Africa after a 30-year hiatus following the Soviet collapse. It has already made significant strides, with over 170 Russian companies submitting 280 proposals at the first summit in 2019.

Russia has written off US$20 billion worth of African debts, allowing those funds to be used for socio-economic projects. It is also pursuing partnerships with regional organizations like ECOWAS and EAC. Tatiana Dovgalenko, Director of the African Partnership Department, praised Russia's policy achievements and reaffirmed its commitment to Africa's economic transformation.

Russia played a key role in helping the African Union secure permanent membership in the G20 in 2023. It aims to reap US$30 billion from increased exports to Africa and ensure uninterrupted access to African natural resources in exchange for military equipment and training.

Russia's renewed focus on Africa is evident in its action plan and new department. With debt relief, increased trade, and support for African organizations, Russia seeks to strengthen its ties with the continent. The upcoming summit in 2026 will be a key milestone in this renewed partnership.
