Russia Unifies School Textbooks by 2028, Starting With History and Social Studies
The Ministry of Education of the Russian Federation is implementing a significant reform in school textbooks. Starting next year, unified textbooks for social studies (grades 9-11) and unified history textbooks for grades 8-9 will be introduced. This follows the successful implementation of unified history textbooks for grades 10-11 since September 1, 2023.
The ministry aims to improve the situation with textbooks that has existed since the 1990s. The phased introduction of textbooks for different subjects will begin in 2027. By 2028, all schools will use unified textbooks, starting with social studies and history, followed by natural sciences, Russian language, and literature. The development of state-approved textbooks for mathematics, physics, chemistry, and biology at the primary and higher education levels is underway in cooperation with the Ministry of Science and Higher Education of the Russian Federation and the Russian Academy of Sciences. The Ministry will complete this process within the next three years.
The nationwide rollout of these textbooks is planned for September 1, 2028. The Ministry of Education's initiative seeks to standardize educational materials, reduce the number of different textbooks in use, and improve the quality of teaching across the country.
