Digital Transformation Takes Center Stage in Governance

Governments around the world are grappling with the challenges of digital transformation. Limited digital expertise, outdated infrastructure, and disjointed legal regulations are hindering their ability to deliver efficient, transparent, and responsive services. AI has the potential to revolutionize public services, but without ethical oversight, it can exacerbate issues like privacy violations and perpetuate biases.

To bridge this gap, UNESCO has embarked on a powerful quest to equip the public sector with the tools to build ethical, inclusive AI capacity. In February 2025, the organization concluded a six-week international training course, the Global AI Training for the Public Sector, which mentored government officials from 31 countries, providing them with the knowledge to harness AI's transformative potential.

Modernizing Government Services Through AI

During this training, participants took part in a structured curriculum that offered a multidisciplinary approach to understanding AI, its ethical and strategic implications, and its potential applications in streamlining public services. The modules, led by global experts, covered various topics, from AI fundamentals and project management to AI governance, human-centered design, and societal impact assessment tools. These sessions provided a holistic understanding of AI, ensuring that participants could apply their newfound knowledge practically in their home countries.

Global Perspectives for a Global Challenge

The training attracted civil servants from ministries, parliaments, and regulatory agencies across diverse geographic regions, with a strong emphasis on gender inclusion. 55% of participants were women, and the program recognized the importance of regional representation, with 45% of participants hailing from Africa, and the remaining 55% representing Asia, Latin America, Europe, and the Middle East. This global participation fostered peer learning and ensured that the training aligned with UNESCO's mission of inclusive capacity-building.

Empowered Leaders Shaping the Future

Participants emerged from the training with actionable knowledge and tailored strategies to initiate change within their institutions. Many were vocal about how the program had transformed their understanding of AI's role in governance. Equipped with new tools, frameworks, and enhanced confidence, alumni plan to champion projects that leverage AI for automating bureaucratic workflows, designing citizen-centric digital platforms, implementing responsible data policies, developing legal frameworks for ethical AI deployment, and more.

Creating a Responsible and Inclusive Future with AI

UNESCO's Global AI Training builds on the success of the AI4Gov Master Programme, originally funded by the European Union and hosted by Universidad Politécnica de Madrid and Politecnico di Milano. UNESCO's training program expands this approach with a broader and more inclusive global mandate supported by the EU's Global Gateway Initiative. This commitment to equitable access to high-quality learning demonstrates UNESCO's unwavering dedication to promoting digital transformation ethically.

UNESCO's strategy also includes the Programme on AI for the Public Sector, launched in 2021. This program provides support to governments worldwide in adopting AI in ways that are transparent, efficient, rights-based, and inclusive. Key milestones in this vision include the release of the Digital Competency Framework and upcoming initiatives such as a Global MOOC on Digital Transformation and AI, a repository of AI tools for the public sector, and country-level and regional trainings in 2025.

Through its initiatives, UNESCO has taken a crucial step towards ensuring that the transformative potential of AI is harnessed ethically and inclusively. As alumni return home equipped with new knowledge and networks, the ripple effect of this training will be felt across ministries, municipalities, and parliaments worldwide.
