Fifteen Million Euros Allocated for Upgrading Municipal Infrastructure

Baden-Württemberg, one of Germany's most innovative regions, has announced a call for proposals to modernize and expand its innovation infrastructure. The initiative, part of the European Fund for Regional Development (EFRE) programme, aligns with the innovation strategy of the state and aims to improve the framework conditions for innovation activities at the local level.

The call for proposals, published by the Ministry of Economic Affairs, Labor and Tourism Baden-Württemberg on September 15, 2025, offers a total of 15 million euros in funding. Cities and municipalities in Baden-Württemberg can apply for support to modernize and expand their innovation infrastructure.

Eligible projects include the acquisition of future-oriented local infrastructure components, the optimization and upgrading of existing infrastructures, especially those that improve collaboration, networking, and knowledge transfer among companies. This includes experimental application environments and innovation management services.

The focus of the call for proposals is the modernization and expansion of existing local infrastructures such as innovation, start-up, and technology centers, as well as transfer centers. These centers should concentrate on collaboration, networking, and knowledge transfer among companies, with a particular emphasis on resource and climate protection.

Investments in intelligent technologies, such as the use of artificial intelligence or smart building solutions, are conceivable. The goal is to acquire future-oriented local infrastructure components and optimize and upgrade existing infrastructures to expand their spatial and technical possibilities.

Baden-Württemberg will receive approximately 279 million euros from the European Union for the funding period 2021 to 2027. The funding aims to support the priorities of future technologies and competencies, as well as resource and climate protection.

In addition, the Ministry of Food, Rural Areas and Consumer Protection is strengthening Regional Innovation Systems (RIS) through the expansion and modernization of communal innovation infrastructure. Applications can be submitted from now until December 19, 2025.

Dr. Nicole Hoffmeister-Kraut, Minister of Economic Affairs, Labor and Tourism, emphasized the need for action due to technological developments such as digitalization and artificial intelligence. She stated, 'The modernization and expansion of our innovation infrastructure is crucial to ensure that Baden-Württemberg remains at the forefront of technological advancements and continues to be a hub for innovation and entrepreneurship.'

The EFRE program in Baden-Württemberg is aligned with the innovation strategy of Baden-Württemberg, which aims to promote the region's competitiveness and economic growth. The program is designed to support the development of innovative products, services, and processes, as well as the creation of new jobs and businesses.
