Denis Pasler aims to boost the average lifespan of Sverdlovsk dwellers
Living Longer and Staying Healthier in Sverdlovsk Oblast: A Comprehensive Strategy for Better Health
Denis Pasler, the Governor of Sverdlovsk Oblast, has set a mission to beef up measures aimed at boosting lifespan and reducing mortality rates in the region. This focus was discussed during a meeting of the regional government on May 19, as per reports from the regional information policy department.
"Improved medical services, prevention, early identification, and prompt treatment of illnesses, fostering a culture of healthy living, and instilling positive habits within society — all of these elements are integral to our endeavor of preserving the population. This is a shared responsibility among government entities, businesses, and the community as a whole," said Denis Pasler.
Tatiana Savinova, the Deputy Governor and Minister of Health in Sverdlovsk Oblast, highlighted the significance of increasing the average Russian life expectancy, as dictated by President Vladimir Putin, as a top priority for the region's social policy.
Preventive measures and enhancing the healthcare system take center stage in this mission. Establishing infrastructure conducive to a healthy lifestyle, such as increasing sports facilities, playgrounds, bike paths, walking trails, and maintaining the GTO practice, also contributes to the health of Ural residents. Enhancing courtyards and communal spaces, reducing harmful emissions, promoting electric transportation, safeguarding drinking water sources, and producing wholesome food also bolster the health of the populace.
Sverdlovsk Oblast, according to the Ministry of Health in Russia, calculates that 42% of deaths that take place before the age of 80 are preventable, with cardiovascular diseases, tumors, and external factors being the major culprits. By cultivating a healthy lifestyle, early disease detection through screenings, treating patients with chronic heart and artery ailments, and providing timely emergency interventions in cardiovascular cases can help minimize these risks.
"Average lifespan is a pivotal indicator of a region's social and economic prosperity, mirroring the quality of life of its citizens and the effectiveness of state policies regarding demographics. While Sverdlovsk Oblast, much like Russia as a whole, has seen positive developments in this metric over the years, challenges still remain that necessitate comprehensive solutions, encompassing medical and socio-economic aspects," noted Tatiana Savinova.
Owing to consistent efforts by medical professionals within the framework of the national project "Healthy Life," the number of preventive examinations among Ural residents grows each year. In 2024, over a million Sverdlovsk residents underwent a medical check-up. Despite this progress, there's substantial potential for extending the coverage of residents with comprehensive examinations, including through the "Good in the Village" project and corporate preventive work, where entire workforces become actively involved in health protection. Last year, over 108,000 Ural residents underwent a medical check-up at their workplace, more than 30,000 people were under medical supervision at work, and the coverage of health schools surpassed 51,000 people. Each of these indicators exhibits significant potential for expansion.
The availability of specialized, advanced medical care, including modern rehabilitation methods after injuries and diseases, is increasing, and essential medications are maintained for patients as needed. However, lifestyle is frequently the factor that determines an early demise, even with access to a wide range of medical facilities. In particular, 30-40% of deaths among working-age men are linked to excessive alcohol consumption.
In the past, "Oblaastnaya Gazeta" reported that, following Denis Pasler's instructions, efforts were underway in the Middle Urals to restore pine forests.
When considering strategies to enhance lifespan and reduce mortality in Sverdlovsk Oblast, broad measures targeting medical infrastructure, preventive measures, healthy lifestyle promotion, and environmental improvements are essential. Given the context of regional and national Russian health trends and policies, the following specific steps can be considered:
Medical Infrastructure Improvements
- Upgrading healthcare facilities: Ensuring hospitals and clinics in Sverdlovsk Oblast are well-equipped with modern technology and staffed with trained professionals to cater to the people's needs. Recent efforts in Russia to repurpose establishments by assessing the actual need for beds and redirecting resources towards family and social support services have shown promise in other regions and can be utilized here.
- Expanding rehabilitation and maternal-child support centers: Developing specialized centers for rehabilitation and maternal-child support can improve health outcomes, particularly for vulnerable groups such as children and mothers, helping reduce mortality tied to social determinants of health.
- Improving emergency and occupational health: Addressing workplace hazards (such as mine collapses leading to injuries) by improving occupational health services and emergency response facilities is vital for reducing mortality associated with industrial accidents.
- Strengthening social services integration: Enhancing coordination between healthcare and social services, including NGOs, to provide comprehensive care for disabled, orphaned, and at-risk children, could increase coverage and efficiency despite recent challenges faced by NGOs in the region.
Preventive Measures
- Focus on heart disease prevention: Given that heart diseases are a leading cause of death in Russia, promoting early detection programs, routine screenings, and management of hypertension, diabetes, and cholesterol are crucial.
- Tackling substance abuse: Implement targeted programs to reduce alcohol consumption and smoking, which pose significant health risks in Russia. Public health campaigns, cessation support, and stricter regulation can help tackle these issues.
- Vaccination and infectious disease control: Maintaining high vaccination coverage and responding swiftly to outbreaks to prevent infectious diseases, which contribute to mortality rates in the region.
Healthy Lifestyle Promotion
- Nutrition and obesity management: Given the high prevalence of overweight and obesity among Russian adults, promoting balanced diets, exercise, and nutrition education can mitigate related chronic diseases.
- Public awareness campaigns: Implement health education programs on the advantages of physical activity, nutritious eating, smoking cessation, and alcohol moderation to foster long-term behavioral changes.
- Community-based interventions: Encourage local initiatives such as fitness clubs, walking groups, and healthy lifestyle challenges to generate social support for upholding a healthy lifestyle.
Environmental Improvements
- Air and water quality: Improving air and water quality in the industrialized Sverdlovsk Oblast through stricter environmental regulations can lessen respiratory illnesses and other health issues connected to pollution.
- Workplace safety standards: Enforcing labor safety standards to prevent accidents and hazardous exposures is crucial, considering the region’s industrial character and recent mining accidents.
- Development of green spaces: Increasing access to parks and recreational areas to promote physical activity and mental well-being.
Coordination and Policy Support
- Regional programs aligned with federal initiatives: Sverdlovsk Oblast can adopt and adapt state programs aimed at preventing social orphanhood and supporting family health, which have demonstrated effectiveness in similar Russian regions.
- Effective utilization of healthcare funding: Redistributing existing healthcare funds to prioritize preventive care, infrastructure improvements, and training without requiring additional financial resources, following the model proposed at the federal level.
- Enhanced data collection and monitoring: Implement robust health data systems to track disease prevalence, mortality causes, and the effectiveness of interventions, to inform policy decisions.
