Decrease in School Bullying Reported

The national anti-bullying program "DosbolLIKE" is set to be implemented in all schools and colleges across Kazakhstan starting September 1, 2022. This comprehensive initiative, overseen by the Ministry of Education and Science, aims to create a safe and supportive environment for students by involving all parties - students, teachers, and parents.

The program was initially piloted in 50 schools across nine regions, showing promising results that led to its nationwide launch. Key components of the DosbolLIKE program include the development and implementation of bullying prevention systems tailored for educational environments, comprehensive safety measures such as security enhancements and emergency response systems, and integration into the educational process as part of a unified child protection framework.

The program also emphasizes the importance of stakeholder involvement, with deputy directors for educational work, class teachers, psychologists, and the entire teaching community enforcing its principles. It is linked with the larger state-led concept of "Law and Order," aiming to embed respect for legal and social norms among young people and instill values like patriotism, creativity, and personal responsibility.

The pilot phase demonstrated measurable improvements in reducing bullying in participating schools, providing a basis for the national rollout. It is expected to significantly decrease incidents of bullying in schools and foster safer, more supportive educational environments nationwide.

Nasymzhan Ospanova, Chair of the Committee for the Protection of Children's Rights, noted that the program has shown a decrease in conflicts and an increase in trust within the school community. Post-pilot surveys revealed a 1.5% decrease in bullies (both direct and indirect) and a 5.4% decrease in victims (children who feel like victims).

Over 5,500 teachers and around 70,000 students participated in the program, with each school developing its own bullying response model based on diagnostic results and the involvement of all parties in the educational process. Active preparations are underway for the nationwide rollout, with the Ministry of Education and Science overseeing the implementation.

While specific details about the success rate or impact of the program beyond the post-pilot surveys have not been released, the program represents a significant step towards creating safer, more supportive educational environments for young people in Kazakhstan.
