In a significant move towards ensuring the safety and security of its schools, the city council of Essen has approved the 'School as a Safe Place' concept on July 2, 2025. This comprehensive plan aims to implement a variety of preventive, technical, and structural measures to combat violence in schools. Under this concept, each school will have the opportunity to choose from a selection of effective violence prevention programs and apply for funding. A step-by-step approach is planned, with up to 20 schools being funded and accompanied by expert institutions during implementation and evaluation. The measures outlined in the concept are designed to provide a secure environment for students and staff. Schools may choose to install burglar alarm systems, cameras/monitoring systems for surveillance, and equip external doors with locking systems. Additionally, lighting hidden corners may be implemented to deter vandalism, and doors may be fitted with lock cylinders. To enhance security, the concept also allows for the deployment of security personnel. However, priority will be given to cost-effective multiplier programs where trained experts regularly train teaching staff. Guidelines have been developed for all schools, including the implementation of a digital ID system. The effectiveness of these measures will be evaluated annually. An exchange with the state of NRW is planned to create fixed time slots in the schedule for prevention work. The goal is to gain insights that can later benefit other schools, with all public schools in Essen having access to prevention programs by 2030. It's important to note that the resolution recognizes the need for additional measures for individual schools, depending on their risk level. The concept is flexible and adaptable, ensuring that each school receives the appropriate level of support. The implementation decisions will be made in coordination with schools, considering their financial needs. Insights gained will be used to optimize the implementation concept in the future, ensuring that it remains effective and relevant in the ever-changing landscape of school safety. This comprehensive approach to school safety is a significant step forward in ensuring the well-being of Essen's students and staff.
